Sugar is not healthy for dogs, but I’m not sure they don’t use it at dog bakeries. The point is for them to sell something yummy, not to sell something healthy.

If you are going to make cookies for your dog, I suggest you ice them with (low or no fat) creme cheese or yogurt. Even whipped potatoes could be used to ice a meatloaf cake or some dog cookies.
