Look online for a cookie sized picture of the grinch or cut and paste one and adjust it till it is the right size. Print it and then trace around it on wax paper. Make rolled out cookies and use it as a template. decorate the cookies with green icing (I think he was green). Good luck. This might be a little time consuming, A good icing is confectioners sugar mixed with just enough milk to make a thinner icing that holds its shape. Good luck. Abby

Use this pic as a guide. Do just the head and hat. adjust the size to the size you want the cookie to be. Make a pattern from the pic. Roll your cookie dough out and cut around the pattern. That is a simple shape so should be easy to do even if you are doing a lot of cookies. When the cookies are baked and cooled decorate. Decorate the red and green parts first, then let them dry. Add the details and the white fur of the hat. Those will be cute cookies.
I am giving you my personal cookie recipe and the icing for it. This icing is easy to decorate with and dries firm so you can stack the cookies yet is soft enough it can easily be eaten with the cookie.

    CUTOUT SUGAR COOKIES
    set oven temp. at 375°F
1 1/3 cups shortening (I use butter or margarine)
    1 1/2 cups granulated sugar
    1 tsp. vanilla
(optional, 1/8 tsp. each, almond, orange, lemon flavors)
    2 eggs
    2 1/2 TBS. milk
    4 cups flour
    3 tsp. baking powder
    1/2 tsp. salt
Cream shortening, add sugar and flavorings and cream together.
    Add eggs and milk. Cream.
Mix flour, baking powder and salt together.
Add flour mixture to batter. Mix just until incorporated.
Cool in refrigerator 1 hour or more. Divide dough in half.
Roll out to desired thickness. I make mine almost 1/2 inch thick. Most people
    make them 1/4 inch thick.

    CUTOUT COOKIE ICING
3 egg whites, at room temp.
Whip 2 min., fast speed or until stiff.
    Add:
    1/2 tsp. almond extract
    1 tsp. vanilla
1 lb. powdered sugar (1 box)
    Mix.
    Add,
    2 TBS. Crisco
Mix on low speed until smooth.
(if you want to make a glaze from this, just add a little hot water.)

This is a photo of some cookies I made this way. I hand cut each cookie from a different pattern.
